F 15 Retirement - WASHINGTON — The Air Force general overseeing long-term strategy has downplayed the potential retirement of its F-15C/D Eagle fleet — an idea the service is considering but has yet to approve.
"We intend to maintain the F-15C fleet into the 2020s," Lt. Gen. Jerry Harris, vice president for strategic planning, programs and requirements, told reporters after a congressional panel.

Proposed F-15C/D Retirement, R-S.C It became public after Rep. Joe Wilson asked Lt. Gen. Scott Rice, director of the Air National Guard, during a hearing last week. Rice has confirmed that it is considering replacing its F-15Cs and Ds with F-16s
When Will The Usaf Retire The F 15c Strike Eagle?
The Air Force currently does not plan to retire the first F-15C or D until at least 2020, Harris said, adding that the retirement date is not set in stone and could change from year to year. .
Harris pointed to two factors that could hasten the F-15's exit: a high-end threat environment — fourth-generation platforms like the Eagle are no longer effective — and the age of the aircraft. It is nearing the end of its service life
"Most of these [F-15C/Ds] were designed in the late '60s and late '70s and are not suitable for our threat," he said. "I expect that we will continue to fly the service aircraft until most of the aircraft are out of service. The F-15C/D fleet is obsolete in the mid-2020s. The F-16s, we have additional service life available. The F-15E fleet and some A -10s."
Harris added that the decision could be driven in part by how quickly the Air Force can purchase the F-35. The service has increased its procurement rate to 60 F-35As per year and does not intend to retire the F-15C/D unless it has sufficient numbers of joint strike fighters.

The Air Force has about 230 F-15C/Ds, and owns two squadrons at Kadena Air Base in Japan and the RAF Lakenheath Guards in England. European allies If the service decides to retire the C and D models, it could provide the Guard with F-16s to fulfill homeland security missions.
"We'll use the fourth generation at home and we'll use it overseas as much as possible, but the fourth generation doesn't have a role for more than five, 10 years when fighting in this contiguous atmosphere. Even with upgrades to them," Harris said.
Raising the issue of F-15 retirement, Massachusetts Democrat Sen Elizabeth Warren told Air Force officials that she hopes future decisions will include input from the Air National Guard. He questioned whether scrapping the aircraft would be a good choice given the service's readiness issues.
Given the cost, I realize that the Air Force will not be able to afford the F-35 in the numbers it plans to buy until 2045, and I do not believe the F-16 is capable of fully replacing the F-15. He said in meeting the air-to-air mission. I want to raise a point because it doesn't make sense here to retire hundreds of aircraft when the Air Force needs additional capacity.

But the move soon is inevitable and is being considered given the expected budget and force structure, said Air Combat Command chief Gen. James "Mike" Holmes.
, Holmes noted that "the last 'C' model we bought was 31 years ago and "they were used pretty hard. "Without structural rehabilitation of the center fuselage bulkheads, the F-15's design envelope states that there's an acceptable risk that "engineers can't do the job" ... you run the risk of them collapsing.
Usaf Considers F 15 Retirement
The Air Force estimates $30 to $40 million from Boeing and the Air Force Materiel Command to get the F-15Cs in the late 2020s, but the Navy only has $1 million per aircraft in the late 20s to get them operational. . "I think it's probably a good deal, but other than that we can't spend $30-40 million to keep them for another 10 years," Holmes said of the lower numbers.
The problem is, "I don't know what my budget will be at the end of 2020, but I'm guessing it won't change much from now on." If the Air Force wants to stay at about 55-60 fighter squadrons, expected by the growing number of F-35s and anti-intrusion aircraft, "I have a choice. Something has to happen," Holmes said.

This means not only adequate operational funds, but also adequate manpower to fly and maintain the aircraft. The Air Force decided to move forward with structural and capability upgrades to the F-16 because Holmes said the aircraft is new and can be used for longer hours. Holmes emphasized that this is a costly service-life extension when assessing the need to maintain multirole capabilities throughout the remainder of the service life. He also said the F-16s are better suited for homeland security missions, which would require anti-cruise missile capabilities. That includes the new active electronically-scanned array (AESA) radar on the F-16 fleet, a digital radar warning receiver compatible with that radar and "a new application that will allow all these things to talk to each other and keep them effective." , Holmes said.
